Keith Wan, O.D.
Dr. Wan graduated from UCLA in 1993 with a degree in Physiological Sciences. He then earned his doctorate in Optometry from UC Berkeley. He specializes in fitting contact lenses and medically indicated contact lenses for conditions such as keratoconus, high myopia, and anisometropia. Dr. Wan is board certified in the treatment of ocular disease, such as glaucoma and diabetic retinopathy. Therapeutic privileges are utilized with the ability to prescribe topical steroids, glaucoma, and systemic medications. He also participates in laser refractive surgery co-management and post refractive surgical care for patients. Dr. Wan was named America's Top Optometrist for 2006 and 2007 by the Consumers Research Council of America.
Jay Mashouf, O.D.
Dr. Mashouf graduated from UCSD in 1992 with a B.A. in Chemistry. A year later he decided to return to school and earned his doctorate from the UC Berkeley in Optometry. He specializes in refractive surgery, the management of eye disease, the fitting of specialty contact lenses, and sports vision. San Diego Magazine recently named him one of San Diego's Top Doctors for 2006, the second consecutive year he has been so honored. Dr. Mashouf resides in Poway with his wife and two young sons.
Natalie Li, O.D.
Dr. Li graduated from USC in 1997 with a degree in Physiology. She earned her doctorate from Illinois College of Optometry in 2002. She specializes in refractive surgery, fitting of specialty contact lens, and management of eye diseases. Dr. Li has therapeutic privileges to prescribe topical ocular medications. Dr. Li is a proud member of the 4S Ranch Foundation and a local mother of 2 in the 4S community.
Ngoc Nguyen, O.D.
Dr. Nguyen graduated from UCSD in 1989 with a B.A. in Biology. She spent the next year and a half at UCSD Medical School doing research and co-authoring papers on senescence and oncology gene therapy. When project funding became an issue, she decided to fulfill her longtime goal of becoming an optometrist. She returned to school and earned her doctorate from UC Berkeley School of Optometry in 1995. She has been in practice since then; joining RB-Eyecare in 2007. She specializes in fitting specialty contact lenses, including bifocal, keratoconic, and anisometropia. Therapeutic privileges are utilized with the ability to prescribe topical antibiotics, anti-allergenic, anti-inflammatory, and other ocular and systemic medications. Dr. Nguyen also served as a Board member of the San Diego County Optometric Society. She currently resides in Carmel Mountain with her husband and two young children.
William Harpur, O.D.
Dr. Harpur received his degree in Optometry from UC Berkeley in 1982. Since then he has practiced full-time in San Diego. He has been emphasizing preventive Optometry and using vision therapy and phototherapy in his practice since 1989. He became associated with Rancho Bernardo Eyecare/ Scripps Poway Eyecare in 2004 with his emphasis in Developmental Optometry. He has completed extensive continuing education in Vision Therapy since graduation from Optometry School and is a member of the American Optometric Association, The College Of Optometrists in Vision Development, and the College Of Syntonic (Phototherapeutic) Optometry. He lives in Clairemont (San Diego) with his wife of 34 years. They have two college-age daughters.

We include digital retinal imaging and corneal topography in our comprehensive exam. Most offices charge an extra fee for these additional tests, but our doctors feel so strongly about giving ALL patients the best patient care, that these tests are automatically included in your comprehensive examination with no extra fees.
Digital Retinal Imaging
We use a digital camera to document the optic nerve head, macula, retinal blood vessels and retina. This digital image provides us with a baseline point to monitor and detect eye disease such as high blood pressure, diabetes, glaucoma and macular degeneration. This allows us to asses any changes in your retina at each visit.
Corneal Topography
Our corneal topographer is a state of the art imaging device that maps out every point of the cornea (the front surface of the eye). Corneal topography is important to obtain the best contact lens fit and to detect any corneal eye disease such as keratoconus. Additionally, topography is useful to determine a patient's candidacy for Lasik and other laser vision corrections.

Our fast paced, 21st Century modern world places intense demands on our visual systems. Prior to the 20th Century most people were illiterate and used their eyes far less frequently for near vision tasks. That has changed dramatically. The human visual system, ideal for hunting, fishing, and farming is now called upon for constant near work for reading and computers, whether at school, office or home. Optometric Phototherapy

This is the application of seleceted wavelengthe (colors) of light through the eyes to expand constricted visual fields.
Children under academic or other stress and adulta who have experienced head or whiplash type injuries often suffer from visual disturbances that can interfere with school or work performance. Patients having these types of visual disturbances will often have severely constricted visual fields (tunnel vision). We can treat these visual fields using colored light therapy and as the fields return to normal, we see a significant reduction in our patients' sypmptoms. Phototherapy is used in conjunction with standard vision therapy techniques as needed.

Working with partners in America and other countries, Agua Viva Ministries exists to share love to the people of Ensenada, Mexico. Their primary role is to train Mexican Christians to be pastors and missionaries. To accomplish this, the Ministry holds a seminary every fall. The ministry also maintains a camping facility in Ensenada, Mexico where Mexican churches can attend retreats, seminars, and other life-changing events. It was one of these camping facilities that Dr. Wan partnered with other members of the Chinese Evangelical Church of San Diego to host a free medical and optometry clinic. Even the Mayor of Ensenada stopped by to check out what was happening!
